What Is Preventing Law Enforcement From Being More Proactive With Mass Casualty Offenders?

It seems like it’s stigma, resources, and bureaucracy.

It’s very hard to find a lot of information around why certain crucial databases don’t talk to each other, I.e. information about those with mental health challenges and gun purchases or law enforcement radar screens or what have you. I think anyone that has ever worked in the government, or has friends that have worked in the government, understand that all government work has some degree of red tape and relevance-chasing, which makes it hard for crucial elements to collaborate as opposed to being silo’ed off from each other. I think that’s the first brick in the wall here. You cannot generalize from situation to situation, because they typically occur in different states, and each state has their own deal with Yellow Flags and Red Flags and warning systems and tagging.

In Maine, apparently what happened is that a “File 6” was released to all police departments on Card after he threatened to shoot up an army reserve base, but because “File 6s” are often filed with varying degrees of urgency, a lot of police departments don’t fully acknowledge them:
