Lt. Caleb Stewart And The Louisville Camping Citation

The long and short of this story is, Lt. Caleb Stewart of the Louisville PD approached a homeless woman in September. Thing is, she was essentially in the middle of giving birth, and he wanted to afford her a citation for camping outside, I.e. a penalization for being unhoused. Here is the video, obtained by open records request:

The New York Times also got on this story, and they added two nuggets of relative importance:

  • Between July 15 and Nov. 20 of this year, Lieutenant Stewart criminally charged people at least 26 times for violating the encampment law, The Courier Journal of Louisville reported, and during that same period, there were 18 total such citations issued by all other Louisville Metro officers.
  • While we don’t know the numbers in Kentucky per SE, 26 percent of homeless women between the ages of 18 to 44 who were surveyed in California had been pregnant while unhoused.
